The Windows Subsystem for Android is similar to the Linux one, but it allows you to install and run Android apps on Windows 11. The default store is Amazon, but I believe you can install APK files. See Windows Subsystem for Android | Microsoft Learn. It is worth noting that your machine needs to support virtualisation, a similar requirement to the one for Windows Subsystem for Linux, it also needs 8GB of memory.
